RULE is Cambodia’s oldest higher education institution. Founded in 1949 as the National Institute of Law, Politics and Economics, it has trained the lawyers, judges, economists and public servants who built the country’s institutions — and it is still the place most of them come from.
Accreditation you can check. In December 2024 the English Language Based Bachelor of Law became the first programme at RULE to receive full programme-level accreditation from the Accreditation Committee of Cambodia. The English-taught Bachelor of International Relations has since earned full accreditation of its own.
A degree that travels. RULE teaches full degrees in English at bachelor’s and master’s level, runs a dual-degree law programme with Southwest University of Political Science and Law in Chongqing, and offers ELBML students a dual-degree pathway with the University of Akron in the United States. More than thirty partner universities and institutions sit behind those routes.
Students who compete internationally — and win. Since 2016 RULE teams have argued in Vienna, Geneva, The Hague, Tokyo, Hong Kong, Beijing, Nuremberg, Kathmandu and Cebu, taking memorial awards, oralist awards and quarter- and semi-final places against fields of more than a hundred universities. In 2026 the team was National Champion at the Cambodia Moot Court Competition, out of fifteen teams from nine universities.
Taught by people who practise. ELBBL alone draws on seven full-time academic staff and around sixty part-time lecturers and professors, all holding an LL.M. or a PhD, many of them serving practitioners.
Scholarships that are actually awarded. ELBBL offers fifteen partial scholarships each year — five at 50% of tuition and ten at 30% — decided by a scholarship exam and interview. ELBML offers up to ten more at 30%.
